Telegram Founder Durov Faces Life Sentence: Russia’s FSB Charges Him with Aiding Terrorism in Bombshell Crackdown
In a dramatic escalation, Russia’s Federal Security Service (FSB) has formally charged Telegram founder Pavel Durov with assisting terrorist activities, placing him on an international wanted list and exposing him to a potential life sentence. The FSB alleges that the messaging app’s channels, chats, and bots were exploited by Ukrainian intelligence units and other groups to coordinate sabotage attacks and cyber fraud within Russia’s borders, sparking urgent concerns over Telegram’s role in The Open Network (TON) ecosystem and global crypto adoption.
Life imprisonment risk and international implications
The legal charges against Durov carry the possibility of a life sentence. The FSB did not specify whether it has sought an Interpol Red Notice for Durov, which would signal international law enforcement agencies but is not equivalent to a global arrest warrant. The proceedings follow an escalating investigation that began in February, coinciding with Russian authorities tightening restrictions on Telegram’s local operations.
Official data indicates that Telegram has received more than 100 million rubles in fines—about $1.25 million—in 2024. Most penalties relate to the alleged failure by Telegram to remove content forbidden under Russian legislation, as reported by Interfax, a Russian news agency.
Since February, Russia has increased regulatory pressure on Telegram, issuing over 100 million rubles in fines this year for content violations under national law.
Telegram’s role and The Open Network ecosystem
Telegram, a messaging app launched by Durov in 2013, has become a central communications platform for the global crypto industry. The platform serves a wide range of project communities, trading groups, bots, and blockchain-based applications known as Mini Apps. Telegram reports more than 1 billion users worldwide, making it one of the most widely used messaging services.
Telegram is closely linked with The Open Network (TON), an independent blockchain project originally initiated by Telegram’s team. TON powers tokenized transfers, payments, and decentralized applications inside Telegram. The network’s token, previously labeled as Toncoin, was renamed Gram in June. TON’s integration allows the blockchain to leverage Telegram’s vast user base for deploying digital assets and payment solutions.
Earlier this month, Pavel Durov revealed plans for Telegram to introduce a native, non-custodial Gram wallet within all Telegram apps. This move aims to further expand the ecosystem’s financial and payment features.
Gram, the network’s native token, is currently trading at $1.42, reflecting a 2.4% decrease in the past 24 hours.

Mini dictionary: The Open Network (TON) is a decentralized blockchain platform developed by Telegram’s original development team. It enables fast, low-cost payments, tokenization of assets, and integration of decentralized applications directly within the Telegram messaging ecosystem.
Ongoing friction between Telegram and Russian authorities
The dispute between Russian regulators and Telegram has seen repeated confrontations since the app’s global launch. Telegram’s encryption and strong user privacy protections have made it a frequent target of Russian government concerns, especially as authorities accuse the platform of facilitating unregulated online activity and communication among opposition groups.
Despite governmental pressure, Telegram remains a vital tool for the crypto community, supporting a broad range of cryptocurrency projects, blockchain initiatives, and trading communities. Market observers indicate that regulatory actions in Russia are unlikely to significantly affect Telegram’s international operations given its decentralized corporate structure and global user base.
Telegram, with more than 1 billion users, is a key hub for crypto communities and continues to roll out new features tied to blockchain technology, such as the upcoming non-custodial Gram wallet.
