トランプ氏、就任早々に暗号資産規制緩和の大統領令発出へ＝関係者

[ワシントン １７日 ロイター] - トランプ次期米大統領は、２０日の就任後早々に暗号資産（仮想通貨）業界向けの規制負担を軽減する大統領令を発出することを計画している。事情に詳しい３人の関係者が明らかにした。 ２人の関係者の話では、トランプ氏は昨年７月に初めて打ち出した「暗号資産評議会」の創設を定めた大統領令に署名する見通しだ。 暗号資産評議会は、連邦政府が暗号資産業界寄りの政策を推進するよう助言を行う組織。関係者の１人は、最大２０人のメンバーで構成されると説明した。 トランプ氏の側近らは、大統領令を通じて米証券取引委員会（ＳＥＣ）に２０２２年導入の会計処理指針「ＳＡＢ１２１」の撤廃を命じることも検討している。ＳＡＢ１２１は、特に銀行が第三者のために暗号資産を保有する上で高過ぎるコスト負担を要求している。 またトランプ氏は「チョークポイント２．０作戦」と呼ばれる規制廃止を命令するとみられる。同作戦は暗号資産関連企業による銀行へのアクセスを制限する取り組みとされる。ただ規制当局はそのような作戦は存在しないと主張している。 複数の関係者によると、これらの命令の目的は次期政権が暗号資産の普及を幅広く支援しているという強いメッセージを迅速に発信することにあるという。 こうした姿勢は、詐欺やマネーロンダリング（資金洗浄）から消費者を保護するとの立場で暗号資産業界の規制強化を進めたバイデン政権とは対照的だ。
